A Plymouth police officer and her husband have been indicted on child rape charges, the Plymouth County District Attorney’s Office said Friday.
Samantha Pelrine, 31, and Daniel Forand, 37, were indicted Friday as part of an ongoing child sex crimes investigation. They were first arrested earlier this year.
Forand was indicted on seven counts of indecent assault and battery, nine counts of aggravated rape of a child, two counts of rape and one count of assault and battery. Pelrine was indicted on three counts of aggravated rape of a child, and two counts of rape of a child.
According to the DA, the investigation started in March when the alleged victim, who is now an adult, came forward to report that he was sexually assaulted by the couple multiple times between 2019 and 2025.

Pelrine, who was a Plymouth police officer at the time of her arrest, had her certification suspended by the Peace Officer Standards and Training, or POST, Commission, in March. The suspension remains active.
Forand and Pelrine will be arraigned in Superior Court at a later date. Details of the investigation were revealed during an appearance in district court back in March.
Assistant Plymouth District Attorney James Duffy said at that time that the allegations date back to 2018, when the alleged victim became the foster child of Pelrine and Forand, moving in with them when he was 14 years old.
Between May and June of 2019, prosecutors said Forand began sexually assaulting the teen, which continued “almost weekly” for the next couple of years. In the fall of 2019, when the victim was 15 and Pelrine and Forand were now married, prosecutors said on one occasion while Forand was sexually assaulting the teen, Pelrine walked into the bedroom. She then left and then didn’t come back for the rest of the day.
In October of 2019, prosecutors said Forand summoned the victim to the bedroom, where Forand was having sex with Pelrine. Forand then tried to force the victim and Pelrine to engage in sexual activity, but Pelrine declined.
A week later, prosecutors said Forand was sexually assaulting the victim when Pelrine walked in. She first went to the bathroom, and Forand followed her. They then both came out and Forand told the victim to have sex with his wife, and they did.
This happened numerous times in 2019 and 2020, prosecutors said, with all three parties involved. Most of the allegations took place in the home, although on one occasion they said Forand touched the victim while in a work truck.
In February of 2020, prosecutors said the situation changed a bit when Pelrine forced the victim to have sex with her while they were lying on the couch together. Up until that time they had only interacted as a group, but from that point on, the victim said Pelrine would assault the victim on her own without her husband present.
The assaults proceeded through 2025, prosecutors said. The victim said in an affidavit that they moved out of the house last month and “they are looking for me — and I’m scared for my safety.”

Pelrine’s lawyer, Joseph Krowski, disputed the prosecutors’ version of events, saying the alleged victim made up the allegations and has a history of doing so.
He said the victim, who is now 21 years old, was never a foster child, but was taken in by Forand and Pelrine because he had no other place to go. A month later, they took him into guardianship, and “at his urging when he was an adult,” they adopted him.
“This is after they allegedly had been physically assaulting him 3-4 times a week,” Krowski said.
He also said the teen came to them with several diagnoses and was on “multiple medications.”
Krowski also said the alleged victim had previously falsely accused someone of sexually inappropriate behavior when he was in high school, but later admitted it was a consensual sexual encounter he had with a teammate on his basketball team.
Plymouth police previously released a statement last week saying they are “appalled and deeply disturbed by the allegations lodged against Pelrine.
